Marty Miller

Executive Director

Marty has been a valuable member of ORFH since 1993 and became ORFH’s Executive Director in 2004 after serving as the Director of Housing Development. He has directly participated in the development of hundreds of units in rural Washington State serving thousands of farmworkers and other low-income residents.

Marty is a strong advocate at the federal, state and local level and works to bring positive change to policy issues affecting farmworkers and their families. He serves as the Chair of the National Farmworker Director’s Association, is on the Board of the National Rural Housing Coalition and serves on their Farmworker Housing Committee. Marty participates on the State of Washington’s Affordable Housing Advisory Board, Subcommittee on Farmworker Housing in addition to the Policy Advisory Team of the Department of Community, Trade and Economic Development. He also serves on the Board of Directors of the Washington Low Income Housing Alliance and the Washington State Farmworker Housing Trust.

Marty holds a Master of Science in Economic Development from Eastern University and a BA from Whitworth University.


 
 

Bobbi Alseth

Director of Housing Development

Bobbi joined ORFH’s staff in October of 1998 after working in the for-profit arena for five years. She has been a Housing Development Specialist with ORFH for the past ten years and was promoted to Director of Housing Development in October of 2008. She provides leadership and training to ORFH staff in the development of affordable rural housing.

She has over sixteen years of experience in the development of affordable housing in Oregon, Oklahoma, Wyoming, New Mexico, Montana, Texas and Washington resulting in more than 1,200 units serving low-income, elderly, developmentally disabled, and farmworker households.

Bobbi recently completed work on a Community Service Center in Granger, Washington which houses Northwest Communities Education Center and their outreach arm Radio KDNA, a Spanish speaking public radio station. The center houses several service enriched organizations, a 2,000 square foot community and classroom area, technology center, exhibition/art space and an outdoor cultural plaza.

 
 

Laurie Waytuck

Fiscal Manager

Laurie has been with ORFH since 1987 and is an invaluable member of the ORFH team. As Fiscal Manager, she oversees ORFH’s annual budget, prepares for our audits and prepares all financial reports for our funders. She is also responsible for administration of the ORFH Revolving Loan Fund.

Laurie holds a Bachelor’s Degree in Commerce from the University of Calgary.


 
 

Nancy King

Housing Development Specialist

Nancy worked as a Housing Development Specialist for the Office of Rural and Farmworker Housing from 1984 until 2000. During that time, she assisted with the creation of agricultural worker housing developments in a number of central Washington communities.

After leaving ORFH to work in an administrative and management capacity for the Sunnyside Housing Authority, Nancy returned to ORFH in 2006 to work part-time in the development of affordable housing. She brings over 25 years of experience in the development of affordable housing to ORFH.

Nancy holds a Master’s Degree in Social Work from Portland State University. She plans to retire in May 2013.


 
 

Susan Wilson

Housing Development Specialist

A native of the Yakima Valley, Susan joined the Office of Rural and Farmworker Housing in 2007 after living and working for many years in and around Portland, Oregon. She has worked as a Housing Development Specialist since 2008 and worked on a variety of affordable housing developments in central Washington, providing feasibility studies, land assembly, financing and construction oversight services to ORFH’s sponsors. Outside of ORFH Susan enjoys time on the family farm that she owns and manages with her husband.

Susan holds a Master’s Degree in Public Administration from Portland State University.


 
 

Jacob Heitzman

Housing Development Specialist

Jacob joined the Office of Rural and Farmworker Housing as a Housing Development Specialist in 2010. Born and raised in the Yakima Valley, Jacob returned to Central Washington from London, England where he had been living and working following the completion of his undergraduate and postgraduate studies. While in London, Jacob was a residential interior designer before joining Sainsbury’s as a commercial space planner. Jacob brings a range of experience in architectural design and planning, as well as, community and economic development.

Jacob holds a Master's Degree in Urban Regeneration from the University of Westminster, London.


 
 

Nathan Poel

Housing Development Specialist

Nathan joined ORFH in January, 2012 as the Rose Architectural Fellow. Originally from Iowa, Nathan moved to the Pacific Northwest to attend architecture school at the University of Oregon. While there he taught structural design and conducted research on informal settlements in Central America. In 2008 Nathan journeyed through Mexico recording the stories of migrants on their way to the United States. Nathan brings experience from many parts of the building industry including residential construction, structural engineering, green building, and charette facilitation. In his free time Nathan enjoys brewing beer, exploring the Cascade Mountains, and visiting the Yakima farmer’s market.

Nathan holds a Master’s degree in Architecture from the University of Oregon and is a LEED AP.


 
 

Juan Aguilar

CDFI Business Director

Juan is responsible for research, analysis and implementation of ORFH’s community lending programs. This includes to lead and/or assist the Executive Director in exploring and developing activities and processes to evaluate, capitalize and implement new lines of business in support of ORFH’s mission. Juan will assess the financial services and products that residents of ORFH-developed housing currently access and identify the products and services that best serve ORFH’s target market. He will also conduct an analysis of existing CDFI’s in Washington State serving our target market and the products/services offered and further examine data to make informed decisions/recommendations about potential new or improved products/services that can be offered to our target market without duplication; and provide affordable financial products to ORFH’s sponsors and our target population (low-income rural residents, including but not limited to farmworker and Native American households). Juan’s long term goal is to diversify ORFH’s revenue stream through financially self-sufficient lending products.

 
 

Rosalinda Mendoza

Housing Development Specialist/Policy Analyst

Rosalinda joined the ORFH team in 2013 to assist with housing policy issues affecting farmworkers and rural residents. Rosalinda previously worked in the for-profit sector making housing properties more accessible to low-income families. Prior to joining the for-profit sector, Rosalinda worked with coalitions of growers, farmworker advocates, housing providers and other interested citizens to promote safe, quality housing for Washington farmworker families. Rosalinda has served on the Washington Low Income Housing Alliance Legislative Committee and is a founding member of the Washington Racial Equity Team, a policy group working to advance racial equity issues in state policies.
